In 1981 there were the following state associations in Michigan!
- Michigan Association of Recreational Snowmobilers – MARS
- Michigan International Snowmobile Association – MISA
- Michigan Upper Peninsula Snowmobile Association – MUPSA
- Snowmobile manufactures were dwindling, sponsorship money getting tight. Who or which association needs more sponsorship money, MUPSA, where the snow is, MARS, where the snowmobilers live, MISA where the snowmobilers race and provide R&D.
- DNR could not cope with all the demands from the three different associations. All wanted something different from the state.
June 1982 MSA was incorporated and in September 1982 it had 36 individual members.
January 1983 MISA and MARS had agreement to transfer their respective recreational snowmobilers to the new MSA.
February 1983 MSA had its first general membership meeting, 232 individual members.
March 1983 MUPSA joined with MSA to complete the new association.
May 1983 The first full board of directors meeting was held in Marquette with 16 council areas represented.
September 1983 A special membership meeting was held in Grayling to change the bylaw to create the Executive Committee to act in steed of the Board of Directors. The Executive Committee would consist of the four officers, the immediate past president and 9 delegates chosen from the respective regions, Region 1 – UP, Region 2 – Northern Lower, Region 3 – Southern Lower, 14 total. The plan was to have the Executive Committee meet every 6 weeks, and the full Board to meet at least every 3 to 4 months. The reasons behind this move were;

- Ability to Focus on Regional Issues
- More Involvement
December 1983 MSA worked to pass the first Out of State Snowmobile Permit. It was passed and went into effect April 1,1984.
February 1984 MSA held its second annual meeting in Cadillac. MSA now had 908 members and 18 council member areas. Hot button issues at the convention were 3 wheeler issues on the trails, getting a return of gas tax dollars, early retirement from DNR and new out of state user fees.
December 1984 with pressure from the UP lodging facilities and MN, WI, IN, and OH saying they would boycott the state snowmobile trails, on the last day of the legislative year they remove the Out of State Permit.
May 1985 the four manufactures through the International Snowmobile Industry Association (ISIA) hire a Michigan lobby firm to assist MSA in getting a gas tax or permanent funding for the trail system.
December 1987 The Michigan Legislature passes the Recreational Improvement Fund (RIF). Two percent of the tax on all gasoline is deposited into the fund. The distribution is as follows; 80% to the Recreational Boating Program, 14% to the Snowmobile Trail Improvement Fund, 6% to be used by others with consideration of restoration of damage caused by ATVs.
December 1989 Membership stands at 4,800 and the topic of the day was increased fuel costs.
August 1991 MSA uttered the first words since 1985 called it a Snowmobile Trail Permit, this would add funds from Mi residents as well as out of state snowmobilers.
March 1993 Legislation introduced to raise the registration fee to $22, full increase going to Grant Program for sheriffs. Other issues in the law change are retaining the interest on the Snowmobile Trail Improvement Fund. (STIF), a fine for stealing snowmobile trail signs, and introduction of a Trail Permit Fee.
June 1993 passed legislation giving landowners that allow trails, more protection from lawsuits
May 1994 Legislation passed for a Michigan Trail Permit for $10.00 per year Snowmobile Advisory Committee also put into law. Registration numbers removed from side of sleds.
December 1994 MSA Membership is up to 13,000
March 1995 Laws change to allow a snowmobile trail along an active RR with owner’s permission.
April 1995 Fisherman want permit law changed to exempt them.
June 1995 American Council of Snowmobile Associations formed, International Snowmobile Manufacturers Association formed, first lawsuit to end snowmobiling in Yellowstone filed by the Fund for Animals.
September 1995 MSA membership is 14,000
March 1996 Sled dogs on trails was the talk of the time.

July 1997 Registration decal changed and numbers added to decal. Stud Ban is first talked about.

April 1998 MSA hires Reith Reily to do research on stud resistant asphalt.

June 1999 MSA introduces its “Zero Tolerance” while riding Campaign
April 2000 Four years have passed without a new route around Mullet Lake on the Gaylord to Cheboygan trail. DNR contacted and reminded of their promise to find alternative route if snowmobile use could be curtailed along the lake trail in back of houses.
December 2000 Bills introduced a bill to raise the TP to $20 for 2001 and to $25 in 2004.
March 2001 Bills introduced to limit colored lens on headlights, and sleds no wider than 48”

March 2003 Legislature takes $7.5 M from boaters to balance the budget. Close call for a raid on snowmobile funds.

August 2003 The US Congress holds a vote to end snowmobiling in Yellowstone and a tie vote defeated the measure, close call!

November 2004 Snowmobile Funds are Constitutionally Protected 324.2025 Snowmobile account. Sec. 2025. (1) The snowmobile account is established as an account within the legacy fund. (2) The snowmobile account shall consist of both of the following: (a) All money in the recreational snowmobile trail improvement fund, formerly created in section 82110, and the snowmobile registration fee fund, formerly created in section 82111, immediately prior to the effective date of the amendatory act that added this section, which money is hereby transferred to the snowmobile account. (b) Revenue deriving from the following sources: (i) Revenue from fees imposed for the registration or use of snowmobiles. (ii) Revenues derived from the use of snowmobile trails.
(iii) Transfers from the recreation improvement account.
(iv) Other revenues as authorized by law.
(3) Money in the snowmobile account shall be expended, upon appropriation, only as provided in part 821 and for the administration of the snowmobile account, which may include payments in lieu of taxes on state owned land purchased through the snowmobile account or the former snowmobile trail improvement fund.
(4) Money in the snowmobile account may be expended pursuant to subsection (3) for grants to state colleges and universities to implement programs funded by the snowmobile account.

CONTENT House Joint Resolution Z (H-2) would amend Article IX of the State Constitution to do the following: — Create the “Michigan Conservation and Recreation Legacy Fund”. — Require the State Treasurer to establish within the Legacy Fund specific restricted accounts (which, under the House bill, would replace funds created by statute). — Require money in the accounts to be spent only for specific purposes (which would parallel those identified in statute for the existing funds). — Establish the Michigan Game and Fish Protection Trust Fund and the Michigan Nongame Fish and Wildlife Trust Fund within the Constitution. House Bill 5870 (H-2) would amend the Natural Resources and Environmental Protection Act to: 1) — Provide in statute for the Legacy Fund and the restricted accounts proposed by House Joint Resolution Z (H-2). — Transfer to those accounts the balance of the existing funds that the accounts would replace. — Dedicate to the accounts the revenue that presently is credited to the existing funds. The bill also would re-establish the existing Game and Fish Protection Trust Fund and Nongame Fish and Wildlife Trust Fund as the Trust Funds proposed by the joint resolution. Those Trust Funds would consist of the assets of the Funds before the bill’s effective date, and would receive the same revenue that the existing Funds receive. The joint resolution would create the Conservation and Recreation Legacy Fund. The State Treasurer would have to establish within the Fund restricted accounts as authorized by the resolution, and could establish additional subaccounts as authorized by law. Interest and earnings accruing from each account or subaccount would have to be credited to that account or subaccount. The State Treasurer would have to direct the investment of the Fund, and could receive gifts, grants, bequests, or assets from any source for deposit into a particular account or subaccount. The assets of the Fund would have to be invested as provided by law. The joint resolution would establish the following accounts within the Legacy Fund: — Forest Recreation Account —Game and Fish Protection Account — Off-Road Vehicle Account —Recreation Improvement Account —Snowmobile Account — State Park Improvement Account — Waterways Account Forest Recreation Account.

Trail Shutdown for ’07-’08 Season
DNR & Trail Volunteers Poised to Sign Agreements to Open Trails Dec. 1
Grand Rapids, Mich. – Today the Michigan Snowmobile Association (MSA) announced that
trail grooming clubs, known as grant sponsors, reached an agreement with the Department of
Natural Resources to avoid a shutdown of Michigan’s snowmobile trails this winter. A prior
disagreement regarding ownership rights of grooming equipment threatened to cripple the
industry. “The grant sponsors had very serious equipment ownership concerns that were addressed under
the handbook agreement. We were at a critical stage where it could have gone either way, so I
am relieved that the industry and the businesses that rely upon it will thrive this winter,” said Bill
Manson, Executive Director. The handbook agreement means that sixty-seven grant sponsors will sign this year’s “Grant
Sponsor Handbook” with the DNR. The handbook establishes a binding financial agreement to
administer the trail grooming snowmobile program. Trail grooming is absolutely essential to the
snowmobiling industry. Trails must be groomed, have visible signage, and be free of debris for
safe riding. Moreover, it is mandatory for access to many remote trail networks throughout the
state. The grooming program is funded entirely by snowmobile trail users, and not from tax dollars.
User fees are administered by the DNR so the grooming clubs must get reimbursed for
purchasing tractors and other equipment. The equipment is very expensive requiring many of
the non-profit groups to obtain personal bank loans for purchase and maintenance.
The trail grooming program still would not be possible without the volunteer services of the
grant sponsor clubs, which are very passionate about making Michigan’s trails the best in the
country. The clubs keep 6,400 miles of trail network operational; last year the grant sponsors
groomed over 352,048 trail miles, during a season with poor snowfall.
October 2007 MSA is 25 years old.
November 2007 MSA & Clubs say unless DNR holds up their end of deal they will not groom this winter. How the equipment is funded to the grant sponsors is the issue.
December 2007 DNR and Grant Sponsors reach a compromise, grooming will go on and the clubs will get their original investment into grooming equipment back from the program.
January 2008 Legislation passes to limit sound from snowmobile to 88db on stationary snowmobiles. Piped sled will be outlawed.
January 2008 Snowmobilers Fund Trail Grooming, not the DNR
Snowmobiling thrives in Michigan because of our picturesque natural resources and our superb trail network. The trails are maintained by grooming equipment purchased with fees collected almost entirely from snowmobilers. This is part of the process known as the “snowmobile program,” which ensures the viability of the industry. The Department of Natural Resources (DNR) is a part of the process, but not a funding source. The program is not funded through the state’s general fund derived from the taxpayers. The state gasoline tax provides a portion of funding, but the vast majority of money used to groom (smooth), sign, and maintain the trails come from 1. Trail permits, and 2. Snowmobile registrations. All three funding streams sent $7.3 million to the DNR this year. In typical government fashion the department used $2.1 million for “administrative costs” needed by the Forest Mineral Fire Management division to operate the snowmobile program. It’s not entirely clear to the snowmobiling community why the department needs over 28% of the budget to manage the program. It’s necessary to clarify these issues due to recent state government communications stating that grooming is “funded through the DNR” and that “the DNR pays for the equipment that the clubs use to groom the trails.” The DNR does not pay for the equipment used to maintain our trails. As outlined above, most of the money comes from snowmobilers and to a lesser degree the gasoline tax rebate formula for recreational vehicle use. Trail maintenance money is simply passed-through the DNR from users. It’s mandatory under state law. Snowmobilers and the businesses that rely on the industry do not have the DNR to thank for our world-class trail network. We pay for the necessary equipment and provisions. And more importantly, volunteers physically groom the trails. Without their tremendous contributions our trail system as we know it would not exist, and consequently neither would the economic stimulus generated by the snowmobile industry. It’s important to set the record straight for the future of snowmobiling in Michigan. The time is fast approaching when trail user fees will have to be increased to pay for the snowmobile program. The DNR will undoubtedly insist on being a part of that process too. As illustrated by the recent astronomical miscalculation of the Game and Fish Fund, we all have good reason to be reticent of the DNR’s ability to accurately forecast program budgets. If snowmobilers are faced with increased user fees, they will deserve to know why. The answers should come from dedicated industry experts, not from state bureaucrats.
February 2008 MSA past officers start the Michigan Snowmobile Education and Advancement Fund (MSEAF) to work on all safety and education issues in Michigan regarding snowmobile safety. The 501(c)(3) corporation received it’s tax exemption from the IRS.
July 2008 Passage of 2008 Public Act 240 makes it legal for specific counties, townships, cities and villages to adopt ordinances authorizing the operation of ORVs on the far right of the maintained portion of local streets and roads. Only counties in the northern Lower Peninsula and Upper Peninsula may open their roads to ORVs. This includes Mason, Lake, Osceola, Clare, Gladwin, Arenac, and Bay counties or any county to the north of them. Huron, Midland and Isabella counties are not included. The law took effect on July 17, 2008.
September 2008 MSA has legislation introduced to raise the TP by $10 and the Registration by $8.
November 2008 MSA unveils new addition to its web site, the Trail Report Page.
December 2008 Governor signs fee increase legislation. The trail permit will raise for the 2009/10 & the 2010/11 season to $35 and then the 2011/12 through 2014/15 season to $45 per year. After that the permit will be adjusted by the CPI for inflation. Also the registration increased from $22 to $30 for a three year registration, all of the $8 will fund our permanent trail easement fund.
October 2009 Governor Granholm abolishes Snowmobile Advisory Committee along with 25 other advisory groups. She orders a replacement with a seven member group made up of a hiker, biker, snowmobiler, skier, ORV, walker and an equestrian. MSA objects to 5 users with no funding put in place to manage and advise the uses of the Snowmobile and ORV funds.
January 2010 Governor back peddles and orders a new Michigan Snowmobile and Trails Advisory Council (MSTAC) with nine members, four snowmobile, two ORV, 1 hiker,1 biker, 1 MUCC.
February 2010 Legislation passes to add two equine representatives to the MSTAC bringing the total to 11
March 2010 MSTAC creates a Snowmobile Advisory Workgroup (SAW) subcommittee of MSTAC to handle snowmobile issues and work with the DNR (Back to where we started.)
September 2010 MSA introduces a new one time Historic Snowmobile Registration to the legislature, it is introduced immediately. One time per owner for $50
October 2010 The Huron Manistee National Forest loses a lawsuit to a former Serria Club attorney, snowmobiling and hunting may be outlawed in those two forests. If allowed to stand snowmobile trails in the lower would be closed due to lack of continuity.
November 2010 MSA and the MUCC intervene on the side of the NF in lawsuit

March 2011 Forest Service decides to do a Supplemental Environmental Impact Statement and revisits forest plan for snowmobiling and hunting in the Huron Manistee National Forest. They will seek public input from snowmobilers and hunters.
March 2012 NFS rules that all charges are unfounded and stays snowmobile and hunting in the Huron Manistee National Forest.

The Department of Natural Resources announced today that snowmobile and off-road vehicle (ORV) trail riders will soon notice a reduction in the types of trail markings along the more than 10,000 miles of Michigan’s designated motorized trail system. The DNR implemented these changes to improve safety and provide consistent guidance to the more than 90 non-profit organizations that maintain the trails.

April 2013 National Forest Service in Idaho loses lawsuit. Lawsuit will require all NFS regions to add Over the Snow Vehicles to their Travel management Plans. Short story, all NFS land could be CLOSED unless posted open to snowmobiles via a travel management plan.
Oct 2015 Alger County Road Commission decided to close the trail to Miners Castle with little time to get a reroute established.
Dec 2015 MSA and membership in grassroots fashion fought to keep trail 422 to Miners Castle open and won. A reroute is in the works.
May 2016 – Conference calls begin regarding the Permanent Trail Fund and issue of how to spend it. DNR persist and want to buy easements over the corporate land in the UP that is being sold to Weyerhaeuser Corp before the sale is complete. They have a plan to use Permanent Trail funds for ¼ of it (Dec-March) but have no way to access ORV funds for the other ¾
Sept 2016 – Public Act 5275 is passed allowing ORV travel on forest roads unless posted closed
October 2016 Snowmobile trail permits raise to $48.00 from $45.00 in accordance with the CPI to continue to fund the infrastructure and grooming.
November 2016 – Snowmobile program budget shortfalls continue in conversations with DNR and legislators. MSA begins discussion about the possibility of acquiring general fund dollars.
December 2016 – While working with our 10-year budget Don Reed and Bill Manson noticed that in a line item we could not tell or at least something did not look right. So, we asked DNR to review it. The result was,we have 1.6 million in the 2016 budget to spend on equipment. The department had been carrying forward whatever money was left from previous year in that line item only, not returning it back to the program as a whole.
December 2016 – Trail 614 will close for this year but MSA and DNR Forest Ranger are working on a suitable reroute.
January 2017 The new state Gas Tax formula goes into effect.
March 2017- In meeting with the MSA and DNR program Chief a fund balance of 1.6 Million was identified, this is due to leftover spending from several years.
March 2017 – Attended a meeting with the Forest Supervisor and the District Ranger regarding a final reroute for the Bear Swap Trail # 614. The reroute is very good with most of it on country roads that are not plowed and NFS land on each side
March 2017 – Meetings continue with Governor Rick Snyder about the snowmobile program. MSA officials see a large shortfall in the program.
March 2017 –Participated in our first Snowmobile/ORV sub committees conference calls after it was done we had many more questions than we started with, here are some of the questions that came to the surface…
- How many miles of ORV route overlap the snowmobile trails. How many miles on county roads vs state land?
- How many miles of routes are being graded? By grant? By contract (Bid) in the ORV Program? In the Snowmobile program?
- What system works now? Irons? Roscommon? Chippewa Snow Cats? Who else? What are they using presently to maintain the routes? Tractors? Drags? What kind?
- Shared trails are the routes, 72” or wider. 50” & 65” trails are not included in this conversation.
- Brushing, can we use shared equipment to keep trails brushed? Is the Snow and ORV grant handbooks the same for brushing?
- How to manage late and early use by ORV and snowmobile riders to control resource damage.
- Look at leasing equipment rather than purchase! Will 12 month now make it viable? Past experience with snow only is not cost effective for a 4 month lease. Tracks vs wheeled.
- How to manage a 12-month trail maintenance program on shared multi-use routes? What do we need to maintain the trails year around? Surface grading, what do we need to do it, how many times per month, week? What do we base dirt grooming on? For ORV grading that completes a groom? Do they take into account crown and a ditch’s. What type of equipment? Type of ORV grading equipment? Drags, Walker ( Arrow Head) Trail Setter (SurTrac?) Lewis to send another. Consensus of all is that they want routes graded smooth in Summer and Winter. Back to question 1, how many miles-trails are we talking now
- How do the clubs that have duel use now charge the ORV program to use equipment purchased with snowmobile dollars? Is the use happening? Is there a provision in the ORV grant to allow this? What rate gets charged? Routine maintenance? Amortized cost of the equipment? 4 months vs 8 months?
December 2017 – PA 288 was also a topic of discussion, in the lower peninsula snowmobile trails that were closed to ORV’s may now be open! In a low snow year snowmobilers may see more wheeled vehicles in the winter,. DNR, at this time has no plans for seasonal use of ORV’s or UTV’s. MSA will pursue the conversations for a Seasonal Directors Order to prohibit wheeled vehicles Dec 1- March 31
February 2018– SAW members and MSA representatives suggest changing Legislation to prohibit Wheeled vehicles on the groomed Snowmobile Trails.
March 2018- Talks begin with the Antique and Vintage clubs to set a static date in the definitions of the Historic Registration of the snowmobile law. Currently it says 25 years or older, well that makes a 1992 snowmobile a Historic unit.
March 2018 – MSA rolls out its list of Legislative goals for 2018
- Establish into law the Snowmobile Advisory Workgroup, a subcommittee of the Michigan Trails Advisory Committee.
- Firm up the Definition of a snowmobile, with all of the aftermarket add-ons to ATV’s, Motorcycles, 4X4 trucks. We need to restrict the width and give law enforcement the tools to keep our trails safe.
- Look at Historic section (Fix the Date to be stationary) Change in “Definitions” from 25 years old to Manufactured before 1993
- Restrict wheeled vehicles from the Marked Groomed (Designated ) Snowmobile Trails between December 1 and March 31st of each season. Again, for our safety and the safety of others and to prevent the damage to the groomed surface during this time period.
- Update standard sound test update (Manufacturers have updated the original test.
- Increase the amount of the fine for no Trail Permit
- Look at fines in all of snowmobile act
- We also need to look at what sections are “misdemeanors” vs “civil infractions”
July 2018 – MSA suggests a “Free Snowmobile” weekend to the DNR
July 2018 – More meetings regarding the Bear Swamp trail 614 near Irons. The meeting was attended by the Forest Service, DNR, IATA (grant Sponsor) and MSA. We discussed a plan to get this trail moving now that the Forest Service has approved the route. The FS will have their engineers proceed with plans to create the trail so bids can go out. If we are lucky we may have this route up by the 2019/20 season.
September 2018– ISMA announces a 5% snowmobile growth from 2017
December 2018 – The Process to Extend Snow Grooming Season – Bill Manson spoke about the MSA’s opinion on grooming after March 31st. that it should be done on a sponsor area basis, not carte blanche.
July 2019 MISORVA opposes House Bill 6124 (2018) & Senate Bill 0031 (2019) as written.
May 2019 Members voted to adopt ORV’s into the Association and will begin to lobby for advancements to the ORV and Snowmobile programs.
October 2019 – DNR Presents a proposal for a Director’s Order to SAW & ORVAW prohibiting wheeled vehicles on the snowmobile trails stated below:
A person shall not operate a motorized wheeled vehicle or Off Road Vehicle on State Designated snowmobile trails from December 1 to May 1. The Department may temporarily close State designated snowmobile trails, ORV trails and routes for public safety or resource protection.The Department may temporarily open any closed State designated snowmobile trails, ORV trails and routes as conditions allow. This Order does not apply to the following circumstances or Vehicles:
- Department approved land use events or activities.
- While actively engaged in the sport of Hunting, Trapping, or Fishing.
- Department authorized Vehicles
October 2019 – MISORVA and SAW oppose the proposed Directors Order and begin work on a Legislative change.
October 2019 MSA / MISORVA long term Executive Director Bill MAnson retires.

April 2020 MISORVA BOD members elect Karen Middendorp Executive Director
May 2020- Legislation introduced to allow riders of snowmobile and ORV with physician documented disabilities to not wear a helmet.
September 2020 MISORVA hires Karoub and Associates lobby firm.
November 2020- Free Snowmobile Weekend legislation is introduced
September 2021- SAW members together with MISORVA request a 2.15 million supplemental appropriation to use the rolled back equipment dollars from 2019.
September 2021 MISORVA receives a 1.15 Million dollar MEDC grant for motorized trail volunteer & sponsor groups
January 2021 House Bill 4026 tie barred with House Bill 4117 (S-1) would amend the Michigan Vehicle Code to allow a vehicle registration issued by the Secretary of State (SOS) to expire two years after the owner’s birthday if requested by the owner of the vehicle. House Bill 4026 (S-1) would amend the Michigan Vehicle Code to specify that the amount of the recreation passport fee for an individual who obtained a two-year vehicle registration as proposed in House Bill 4117 (S-1) would be $20. is introduced Approved October 2021 takes effect October 2022
May 2021 House Bill 4332 Permit Placement of 2 wheeled vehicles to allow the license to be placed either centered on the exposed surface of the rear fender or located at a visible place on a front suspension fork. Approved April 2022
June 2021 MISORVA works to propose House Bill 4205 – Free Snowmobile Weekend Passed April of 2022 with immediate effect.
Oct 2021 – HB 4535 passes the house 101-2! However, the proposed legislation timed out in the senate.
December 2021 With the help of our legislators the 2.15 million supplemental appropriation was approved.
May 2022 Still no reroute for Miners Castle, but the investigation is in the works with DNR and Permanent Trails.
May 2023- The introduction of House Bill 4515 would amend section 81116 of the Natural Resources and Environmental Protection Act to remove the sunset (expiration date) on license fees for operating offroad vehicles (ORVs). Approved by the Governor 11/22/2023
Nov 2023 – DNR consults with the attorney general for ruling on the use conservation land adjacent to H-58 Trail to Miners Castle.
